Pope John XXIII conducted the Church as if there had been no investigation by Reverend Low and allowed The Instruction to stand. Pope John XXIII did not allow Pope Pius XII’s doctor to continue practicing in the Papal States, showing that he understood at least some of the wrong the doctor had done.
The Church was, before all of this, the number one opposer of communism. Pope John XXIII took the position of not opposing communism.
My guess is that this change in opposition to communism was due to an agreement with the communists that if they would get out of control, then the Church would no longer publicly oppose communism. This could explain some of the unusual behaviors of the later popes.
Many believe that the Church will “burn at the stake” its enemies, but the Church’s purpose is to save souls, not to burn them.
With The Instruction in place and tradition being downplayed, things did not go well for the Church.
